The JOSPA project helps education providers, employment services, businesses and other regional development organisations to identify future skills needs more effectively by utilising AI-based methods and tools.
The JOSPA project strengthens the capacity of higher education institutions, vocational education and training providers, employment regions and businesses in Southwest Finland and Satakunta to identify future skills needs and respond to them effectively through lifelong learning services. The project develops foresight tools, training solutions and collaboration models utilising artificial intelligence, which support the identification of skills needs, training planning and knowledge-based management.

The project’s key tasks include strengthening foresight capabilities, developing AI-based foresight methods and tools, and building cross-regional collaboration models between education, the world of work and employment services. Particular attention is paid to the regions’ shared key sectors, such as the maritime industry and the security sector.
The aim is to improve organisations’ ability to anticipate changes, target training at the right time and respond to the changing skills needs of the world of work. At the same time, the project supports the region’s competitiveness, continuous learning and sustainable employment.
In the JOSPA project:
- training is provided to strengthen expertise in AI-based foresight,
- easy-to-implement AI-based foresight tools are developed,
- pilots new AI-based operational models for identifying skills needs and for planning education, training and R&D activities, and
- builds cross-regional cooperation models for AI-based foresight in collaboration with the Regional Council of Southwest Finland and the Regional Council of Satakunta.

The JOSPA project is coordinated by the Center for Future Studies at the University of Turku in collaboration with Turku University of Applied Sciences, Länsirannikon Koulutus Oy WinNova, the Raisio Region Education Consortium (Raseko), and HAMK – Häme University of Applied Sciences.
