Climate-Resilient Investment Projects (IKI) – Preparing for Regional Climate Risks in Urban Planning and Design
IKI project aims to develop a systematic, map-based approach to integrating climate change adaptation into municipal planning processes in the Turku region. The project seeks to identify, quantify, and spatially define key climate risks in the area, producing the first geospatial map layers in Finland that reflect various climate risks in alignment with the EU taxonomy. These layers will provide insights into both current and future climate risks and will be used in urban planning, construction, and infrastructure project design. By making this data openly available, the project supports decision-makers and regional stakeholders in enhancing climate resilience and advancing sustainable development.
For the first time in Finland, the project will create geospatial map layers that illustrate various climate risks to support the application of the EU taxonomy. These layers will provide a comprehensive view of regional climate risks in Turku, both now and in the future.
Tools to strengthen regional climate resilience
The map layers, based on geospatial data produced in the project, will be used to assess climate risks in urban planning as well as in the design of construction and infrastructure projects. The materials developed will be made available to city decision-makers and other regional stakeholders. This will support not only the climate risk preparedness of individual projects but also strengthen the overall climate resilience of the Turku region. The approach takes into account not only the safety and well-being of the residents but also risks related to changes in the ecosystem.

The project is based on the voluntary application of the EU taxonomy criteria, combined with high-quality scientific knowledge of local climate risks. This approach ensures significant impact by integrating the municipal planning monopoly with the EU taxonomy, which broadly affects the finance and business sectors. The open-access map layers produced by the project will benefit a wide range of regional actors by facilitating climate adaptation and enabling assessment of taxonomy alignment. Through the project, city of Turku aims to proactively develop the role of municipalities in applying the taxonomy and enabling sustainable economic activity.
Project’s results can also be applied in other cities.
